If the visa holders behave in a way unbecoming of a guest in the nation, it’s fine to revoke it.

The cases I’m mostly aware of are students running around spreading ahistorical and antisemitic hate, and repeating the message of a designated terror entity. Absolutely revoke their visas and send them home.

Different visas permit different types of activity and have different requirements. Someone who works on a tourist visa should be removed, even if the tourist visa is "valid". Someone in with a student's visa who isn't a valid student should be removed.

Drinking in US is common . Total DUI cases for 2025 is 880,440 . 
Many immigrants party with US citizens and thinking enjoying and having fun, usually if  people were caught in DUI get ticket or arrested based on the alcohol level , if they are immigrants their information will be sent to USCIS and their VISA wiill be revoked . I worked for a major (non US) university almost 20 years ago.

At that time we had an average of 2.5 overseas students who had been arrested at any one time. 

The crimes:

Two murders.  Both domestic.

Countless rapes.  COUNTLESS.  Some cultures have different views on consent.  Some poor girl gets her undies ripped off and the guy says she was asking for it in that short skirt.  Far more were committed than prosecuted. 

Assaults.  Two lecturers got beaten up over grades/marks.  Far too many students got beaten up by fellow students. (Remember we are talking overseas students here…).  Why?  Drugs and alcohol.  Sometimes over girls/boys,  sometimes over regional politics etc.  why leave your petty crap at home when you move?

Thefts.  University equipment, fellow students belongings,  and a surprising level of break and enter,  usually in surrounding housing estates. 

Drug dealing.  FFS some were big time dealers. 

Plus a variety of weird shit.  Flashers. Underwear stealing etc 

Great eh?   This wasn’t minor stuff.  This was a girl with her throat cut because she broke up with her BF and he didn’t like it.  

Now go back to playing with your toys children.

You obviously don’t do or teach do you…..

This should not be limited to Student visa.. the most abused category is Asylum, where in past 15 years many displaced people came from Middle-east. Many of them have radical views and soon in our Homeland they will be voting for their policies to be implemented.

Such as many Pakistanis in England has been at top leadership of country including education minister. Or recently a Sikh Truck driver who killed 3 innocents in  wrongful U-turn on Highway, he claimed asylum in US on false premise that his life is in danger in India. What bad about this asylum category is that the person gets almost similar rights as American citizen and they can work anywhere. I.E. No genuine H1B visa holder creates job losses in USA. But currently some of the companies in pressure of new administration stopped doing H1B frantically.. and as result of that many companies have opened their offices shore offices such as in India and Vietnam. In this process many visa holders and Americans loosing jobs to those off shore offices like in Banglore.. actually there is a verb coined after losing an American job to Indian in India is called getting BANGLORED…

So adverse effect of this administration is that people are not getting H1B but now they get job in India, which is worse for the American economy… as previously that H1B holder was working in US and earning and spending in American economy.. not that same thing is shifted to India and on the expense of American dollars of companies, Indian are getting paid well in India. This creates more vaccum in American labor market than hiring H1B holder in US…

This way we will have loss of American power to other nations. At this moment, I would like politicians to revive H1B with better scrutiny so we have boost in our economy…

Could someone elaborate on the difference this proposal carries? International students already have to apply for the new I20 if you're changing the program or degree level. You have to apply for OPT or the STEM extension or 60 days to leave the country. Are they just adding an extra form, where in addition to applying for the new I20/OPT/STEM international students would have to file I-539 extension of stay?

Not like each international student spends 40-80k each year into US economy via tuition, housing, spending, etc. Now they may not come here at all.

I get the abuse he’s referring to. I know people who have been a student here for a decade. But as long as they pay (and they pay more than anybody else) into the system, this is definitely an interesting move.

The policy is also vague. It seems like each program is limited to four years, but then an international student can enroll at another institution for another four years. It just means that they can’t stay 10 years at one university anymore.

Isn't it the status quo? You just need the visa for initial entry. As long as you have the school admin's signature on your papers and you don't leave the US, you are good. Most students from China I know got 1 year visas for their N years' study in the US.

I have gotten to meet a few who came as students to learn English, and never finished it, and pretty much decided not to return and would work as painters or doing door dash or Amazon delivery services. When a few people exploit a system that was made for common good, the measures that needs to be taken to curb the exploits would affect everyone, even the well intentioned people.

Some of these makes sense if the goal is to prevent visa abuse or even to curb immigration, but some of them are outright irrational.   
  
Why would it not be possible to get two master's? In fact, since OPT is restricted to once per degree level it's actually harmful to the US to not let people get multiple degrees. If anything, they would be paying extra money without getting any extra OPT benefits.

I finished my Ph.D. a year ago. I believe these rules won't make sense for most Ph.D. students and programs, which last way more than 24 or 48 months, rarely transfer, don't do multiple Ph.Ds, and that graduation is tied to research rather than coursework so the "program end date" is usually meaningless. Also, since most Ph.D. students don't pay tuition this doesn't even affect Universities incomes (unlike for BAs and masters that basically subsidize tuition for USCs by being charged extra), which is very likely a goal of this change: to weaken universities autonomous income sources), but rather just their capacity to recruit the most talented people.

This is a compete benefit. The point of a visa to American schools is to study at American schools, not to take an end run around labor laws through OPT/CTP. 


If you graduate with one degree, find you hate it, and want to change to a different field you can always do that in your home country.

I see no problem, part of the F1 process is finding out if the candidate really actually cares about the school they applied to and got admittance to. A candidate switching before even a full year is a candidate who misled the visa officer.

I have a lot of questions about this. Can a judge limit or change this proposal or is something that is in complete control of the president? Does he need congress approval? And how likely it is that is implemented soon or will take some time to be addressed? Lastly it it’s not retroactive what will happen with the people that are already studying and are close to 4 years or already surpassed this time limit?

This is just common sense stuff. If your purpose is to come to the US is to get an education and return home this should be no big deal. It was never intended to be a way to stay in the US and this will hopefully help close that door. There’s still a lot more that needs to be done to stop the abuse but it’s a start

I'm a professor who transferred universities. This happens fairly often and many times when this happens, their PhD students transfer with them so that they can continue on their research direction uninterrupted.

This part: "**Prohibiting F-1 students at the graduate education level from changing programs at any point during a program of study**" (Page 12) would prevent my PhD students from transferring with me. I have spent years training these students, and they're all incredibly bright and hardworking. 

My students are now scared about their careers and I'm very sad and worried.

The fact that we can basically steal all the best students from around the world seems like an incredible strength and I'm worried these frequent policy changes will have a long term chilling effect.
